Parclo Interchange with Roundabouts

Jefferson City, Cole County, the Missouri Department of Transportation (MoDOT), and Walmart Stores, Inc. made up a public-private partnership (PPP) that was committed to a new interchange at U.S. 50 and City View Drive to replace dangerous at-grade crossings and accommodate increased traffic. As a regular consultant to MoDOT and Walmart, CMT was able to call upon its fluency in both entities' procedures and design requirements to execute the many complex aspects of the project.
Key to the project's success was the use of innovative funding mechanisms, including the creation of a transportation development district (TDD), participation by the MoDOT Cost Share Program, and local funding. A remarkable compatibility in earthwork needs between the interchange project and the Walmart site development allowed the cut from the store site to be used for fill for the interchange. Economy of scale resulted in a combined site savings of $2.5M.
