CMT’s Jay Rakers, PE, and Jacque Knight, AICP, were both recognized and awarded during the American Public Works Association (APWA) Missouri Chapter Fall Conference on November 3, 2023.

Jay Rakers, PE, has been named the 2023 Professional Engineer of the Year. This award seeks to inspire excellence and dedication in the private and public sectors by recognizing the outstanding career service achievements of engineering and technology professionals. The primary focus of this award is recognition of exceptional leadership and management in the public works profession.

Jacque Knight, AICP, has earned the 2023 John Collins Service Award, presented to APWA members who have shown exceptional dedication and committed service to the Missouri Chapter and St. Louis Branch throughout their careers. The award also serves as the APWA’s local chapter and branch’s annual tribute to John Collins, honoring his friendship, mentorship, leadership, and volunteerism.

We are extremely proud of Jay and Jacque for their commitment to excellence in their field and their Missouri community.

APWA John Collins Service Award Eligibility and Selection Criteria

Eligibility Requirements:
Excludes Chapter Board of Directors during their term.

  • APWA membership for at least 10 years with notable contributions to public works
  • Minimum 10 years of public works experience
  • Demonstrated management of a diverse engineering program integrating creative activities and technology utilization

Selection Criteria:

 

  • APWA Service: Exceptional leadership and contributions to the Missouri Chapter and/or St. Louis Branch of APWA
  • Other Professional Organizations: Noteworthy contributions to Engineering and Technology advancement through active participation in professional organizations
  • Agency Service: Implementation of effective fiscal management methods in engineering and technological operations
  • Community Service: Promotion of engineering and technology management in the community, agency, or served customer base
APWA Professional Engineer of the Year Award Eligibility and Selection Criteria

Eligibility Requirements:
Excludes Chapter Board members during their term.

  • Individuals managing public works engineering and technology activities
  • APWA membership
  • Minimum 10 years of relevant experience
  • Public or private sector employment with focus on public works engineering and technology
  • Candidate leads a diverse engineering and technology program, showcasing creative activities and technology utilization

Selection Criteria:

 

  • APWA Service: Demonstrated outstanding leadership in the Missouri Chapter and/or St. Louis Branch
  • Other Professional Organizations: Significant contributions to advancing Engineering and Technology through participation in professional organizations
  • Agency Service: Implementation of effective fiscal management methods for engineering and technology operations
  • Community Service: Promotion of engineering and technology management within the community, agency, or customer base served
