Jefferson County Bicycle & Pedestrian Masterplan
CMT led the development of the first comprehensive Walk Bike Master Plan in Jefferson County, MO, aimed at establishing a cohesive network for walking and biking. The plan outlines a phased implementation approach to increase activity and promote active transportation connections across county destinations and assets, including the City of De Soto and the proposed Amtrak station.
The project included an existing conditions analysis in which roadway data were used to assign a Pedestrian Level of Service and a Bicycle Level of Traffic Stress to all study area roadways.
Equipped with data on existing conditions, CMT proposed a network for walking and biking that also included design guidance for typical sections across various facility types. Projects were scored using a set of factors such as safety, equity, residential density, and other factors to assist the County in prioritizing implementation. The project also included a robust engagement plan, featuring an advisory committee, community intercept events, walking and biking audits, a project website, and traditional open house events.
