MSD Project Clear (MSDPC) – Bissell and Lemay Wastewater Treatment Facilities Fluidized Bed Incinerators Improvements Design-Build Project
This nearly $900 million Solids Management Upgrades (SMU) project involves the construction of new biosolids facilities at both the Bissell Point and Lemay wastewater treatment facilities, replacing infrastructure that has served the community for nearly 60 years. In the role of design lead, CMT serves as a consultant to the joint venture dedicated to the project, Kokosing/Plocher (KP), which was formed by Kokosing Industrial, Inc. and Plocher Construction Company, Inc. Together, the project team is delivering design and construction for these new facilities under a design-build delivery mechanism to help MSDPC save time on construction while reducing risks of construction overruns.
By leveraging industry-leading technology for the stabilization of biosolids and introducing innovative fluidized bed technology, the project will result in a more environmentally friendly, cost-effective, and energy-efficient operation upon successful completion.
The improvements implemented through SMU are projected to:
- Reduce air emissions by 70% – a significant leap forward in air quality enhancement for the communities MSDPC serves;
- Lower the ongoing operations and maintenance costs associated with the six-decades-old operating facility, which currently uses technology 40 years its senior; and
- Create 200 new jobs during construction, as well as permanent high-tech positions upon completion.
The Notice to Proceed was issued on July 24, 2023, and the new facilities are scheduled to be fully operational by the spring of 2029.
Progress Update (As of Fall 2025)
Bissell Point
Recent construction progress includes:
- Completion of all concrete foundations and below-slab utilities for the Solids Processing Building (SPB)
- Pouring of elevated deck slabs on the ground and second floors of the dewatering side of SPB
- Start of incinerator reactor erection
- Start of masonry block work
- Progress on structural-steel painting on the dewatering side of the SPB
Upcoming work includes:
- Continuation of structural-steel erection to roof level
- Pouring of the remaining elevated deck slabs
- Completion of reactor erection and start of setting incinerator process equipment and vessels
- Installation of precast concrete wall panels
- Advancement of rough-in activities at the SPB basement level
Lemay
Recent construction progress includes:
- Completion of drilled-pier deep foundations
- Completion of the Broadway plant entrance and guard shack; turned over to operations
- Beginning of structural-steel erection at the SPB
- Installation of underground electrical duct banks from the substation to the SPB
- Advancement of under-slab utilities and reinforced concrete foundations on the incinerator side of SPB
Upcoming work includes:
- Completion of concrete foundations at the SPB
- Continuation of structural-steel erection at the SPB
- Continuation of Grit & Screenings Building renovations
- Beginning of reactor erection
- Start of elevated deck-slab pours
To date, the project team has installed 59,800 lineal feet of buried electrical conduit, 275 drilled piers, and 35,180 lineal feet of steel H-pipe, along with 12,721 tons of structural steel, and 780 tons of reinforcing steel.
The new facilities are scheduled to be fully operational by the spring of 2029.
