New Student Housing Downtown
The Villas Downtown

Crawford, Murphy & Tilly (CMT) provided planning, surveying and civil/site design services for the new housing development called, “The Villas Downtown.” The project was high-profile and supported by the University of Illinois Springfield (UIS) and revitalized a portion of a deteriorated block on the corner of Madison Street and 4th Street in downtown Springfield, IL. The facility is geared toward graduate students and young professionals working downtown.
A challenging, tight site and schedule led-way to a modular-constructed solution that included four floors with 79 units of residential housing and two commercial leased spaces on the lower level. Construction took less than six months. CMT provided:
- multi-discipline design including survey, civil/site, mechanical, electrical and plumbing and engaged environmental, geotechnical and landscape subconsultants;
- planning and design of parking facilities and streetscaping along 4th Street;
- coordinated with stakeholders including the owner, architect, commercial developer, structural engineer, modular manufacturer and general contractor; and
- coordinated challenging permitting requirements with Illinois Department of Transportation (IDOT), the City of Springfield, the Springfield Metro Sanitary District (SMSD), the Springfield Regional Planning Commission and the Illinois Environmental Protection Agency (IEPA).
